Government: New HR system to improve institutional performance, salary competitiveness

Deputy Prime Minister and Minister of State for Public Sector Modernization Nasser Shraideh said today that the new HR system in Jordan aims to develop human resources, improve individual institutional performance, and increase salary competitiveness.

During a press conference held at the Institute of Public Administration on Wednesday, Shraideh discussed the new human resources management and amended civil service systems. He emphasized that administrative modernization is essential for achieving the desired political and economic modernization goals.

Shraideh stated that the new system will enhance institutional culture and require ministries and institutions to improve the work environment to foster innovation and productivity.

He highlighted positive changes related to performance evaluation and incentives for exceptional performance, with incentives of up to 150 percent, 100 percent, or 50 percent of the salary based on the employee's performance evaluation from the previous year.

Shraideh confirmed that unpaid leave has not been canceled but reorganized to allow four months per year and 12 months during the employee’s service period. He noted that 13,000 employees currently enjoy unpaid leave, with 8,000 of them on leave for work purposes.

"We were keen to create a balance between the needs of ministries and institutions to maintain their efficiency and enable them to attract new talents to provide required services and maintain the desired performance level," he said. 

Minister of State for Legal Affairs Dr. Nancy Namrouqa stated that the human resources management system will apply to all employees, whether appointed before or after the system's enactment. 

She explained that the amended civil service system will apply to those appointed before the human resources management system's enactment to protect their financial rights related to salaries, increases, allowances, mandatory promotion, rewards, and incentives.

Namrouqa assured that executive instructions regarding various provisions of the system will be issued, and current instructions will remain in effect until new ones are released.
