The Cabinet, chaired by Prime Minister Bisher Al-Khasawneh, on Wednesday approved the Human Resources Management System for the Public Sector for 2024 and an amended Civil Service System for 2024.

Both systems aimed to enhance the human resources framework in the public sector, meeting administrative modernization requirements. The Human Resources Management System for the Public Sector 2024 aimed to optimize human resources usage, institutionalize public policy for HR management, boost employee productivity and efficiency, and create an empowered and effective public sector focused on the nation and citizens.

The systems enabled departments to manage their human resources efficiently and effectively, granting necessary authorities to fulfill their roles and responsibilities. They also promoted proactive human resources planning aligned with strategic and national plans.

The systems fostered an enabling institutional culture, managed change effectively, embraced positive change, focused on results, and enhanced empowerment and accountability.

They aimed to create an attractive work environment for talents, enhance performance evaluation mechanisms based on transparency and fairness, and support performance agreements that drove objectives and accountability.

Training and continuous education in the public sector were directed to develop leadership and employee skills based on performance evaluation outcomes and annual training plans.

Promotion processes in the public sector were linked to merit, qualifications, and job requirements.

The systems aimed to establish an integrated accountability framework to ensure adherence to professional conduct and ethics, improve performance efficiency, and ensure smooth operations in departments. They also regulated all matters related to human resources management in the public sector.

The amended Civil Service System for 2024 aimed to maintain job grade levels, annual increments, health insurance benefits, salaries, allowances, and mandatory promotions for employees appointed under the Civil Service System. Additionally, rewards and incentives were linked to performance evaluations.
