Malaysia seizes 'Israel'-bound cargo container at Johor port

Malaysian authorities seized a shipping container suspected of carrying goods intended for export to 'Israel' at the Port of Tanjung Pelepas in Johor, local media reported.

The operation was conducted on Friday by the Malaysian Border Control and Protection Agency (AKPS) after receiving intelligence that prompted an immediate inspection of the cargo.

In a statement cited by the Berita Harian newspaper, AKPS confirmed that preliminary checks indicate the shipment failed to comply with national customs regulations.

"Based on preliminary checks, the shipment is suspected of not complying with Item No 15, Second Schedule, Customs (Prohibition on Export) Order 2023, which provides for the prohibition of direct or indirect export of goods to 'Israel'," AKPS stated.

AKPS announced it is conducting further investigations to verify the nature, specifications, intended use, and classification of the goods to establish whether the cargo constitutes strategic goods regulated under Malaysia's Strategic Trade Act.

"Any attempt to export goods directly or indirectly to 'Israel' that is against the law and government regulations will be dealt with strictly," the agency added.

Prime Minister hails swift action

Malaysian Prime Minister Anwar Ibrahim commended AKPS for its prompt response, reaffirming the country's refusal to allow its territory or logistics infrastructure to be used in support of 'Israel'.

In a statement shared on X, Anwar emphasized the strategic alignment of the seizure with Malaysia's broader foreign policy:

"Congratulations to AKPS for the swift action in seizing a container suspected of carrying strategic trade cargo intended for export to 'Israel' at the Port of Tanjung Pelepas," Anwar wrote. "This action demonstrates Malaysia's firm stance to ensure that our country will never serve as a conduit for trade that could support or contribute to the 'Israeli' regime's atrocities against the Palestinian people."

Anwar noted that the enforcement action complies with Malaysia's commitments under The Hague Group and reinforces restrictions introduced by the government in December 2023.

The Hague Group -a coalition of nations pledged to prevent the transfer of arms, ammunition, military fuel, related military equipment, and dual-use items to 'Israel'- issued a statement confirming that the seizure gives practical effect to international obligations.

The coalition cited the July 2024 Advisory Opinion of the International Court of Justice, affirmed by UN General Assembly Resolution ES-10/24, which determined that states are obligated not to render aid or assistance in maintaining the unlawful situation created by 'Israel' in the Occupied Palestinian Territory.

"The defence of humanity is won at ports, courts, and factories, not from the podium. Law that goes unenforced is no law at all," said Varsha Gandikota-Nellutla, Executive Secretary of The Hague Group. "By halting this cargo, Malaysia has upheld the obligations that bind every UN member state under international law. We invite all states to join The Hague Group and do the same."

Broadening enforcement beyond 'Israeli' vessels

The seizure follows Malaysia's December 2023 measures that prohibited 'Israeli'-owned shipping company Zim from docking at Malaysian ports, barred 'Israeli'-flagged vessels from entering the country, and banned vessels traveling to 'Israel' from loading cargo at Malaysian ports.

While previous restrictions focused primarily on maritime carriers and vessel ownership, the latest seizure at Tanjung Pelepas indicates that Malaysian authorities are actively applying trade restrictions directly to individual cargo shipments suspected of being destined for 'Israel'.
