The agreement sets a pathway toward ending hostilities, facilitating the complete withdrawal of 'Israeli' military forces from the Gaza Strip, restoring public life, empowering Palestinian governance, and opening a credible political track toward Palestinian self-determination and statehood.

Transition of governance, 14-day implementation timeline

Under the roadmap terms, 'Israel' is required to fulfill all remaining obligations under the Sharm El-Sheikh Protocol without delay, specifically stopping all military operations. Simultaneously, Hamas and other Palestinian factions must complete a full cessation of military activities.

A 14-day timeline will be initiated following multi-party approval to establish implementation mechanisms and timetables for "Phase 2 Execution".

This period may be extended by the International Verification Committee (IVC) - a monitoring body created by the Board of Peace (BoP) comprising representatives from guarantors, the BoP, and the International Stabilization Force (ISF).

Once verified, the National Committee for the Administration of Gaza (NCAG) will enter the enclave to assume full civil governance and security responsibilities.

Single authority and demilitarization protocols

Newly trained police personnel will be integrated into existing police structures following comprehensive vetting.

Personnel who fail vetting criteria will be provided alternative civil roles matching their experience or retired according to Palestinian law without losing financial rights due to political affiliations.

All police weapons will fall under NCAG authority upon its entry.

At the conclusion of the process, the NCAG will be the sole body authorized to possess, store, or control weapons in Gaza.

Furthermore, militia arms will be demilitarized and stored under NCAG authority, with militia members barred from joining security services.

International Stabilization Force (ISF), troop withdrawal, and reconstruction

The temporary International Stabilization Force (ISF) will deploy to Gaza to separate 'Israeli' forces from NCAG-controlled sectors.

The ISF is explicitly prohibited from conducting policing duties within the Palestinian community.

Instead, its mandate focuses on:

• Securing and delivering humanitarian aid and essential supplies.
