Hamas spokesperson Abdel Latif Al-Qanoua said Tuesday that negotiations for the second phase of the Gaza ceasefire agreement have begun, emphasizing that the movement’s current priority is providing shelter, relief, and reconstruction for the people of Gaza.

Al-Qanoua accused “Israel” of obstructing the humanitarian response protocol outlined in the first phase of the ceasefire agreement, saying it is "stalling and delaying its implementation."

“The issue of shelter and humanitarian aid for our people is an urgent matter that cannot withstand further delays or political maneuvering,” he said.

Commenting on the attack at the Tayasir checkpoint east of Tubas that left two “Israeli” soldiers dead, Al-Qanoua said it was a response to “Israel’s” escalating aggression in the West Bank and a legitimate act of self-defense.

He further warned that the lack of accountability for “Israeli” actions, coupled with international silence, is emboldening “Israel” to commit what he called "genocide" in the West Bank, similar to what has happened in Gaza.

“All of Israel’s attempts to eradicate our people and strip them of their rights in Gaza and the West Bank will fail,” he said.

“What the occupation could not achieve in Gaza, it will not accomplish in the West Bank. This is a battle of wills.”
