Government approves updated executive program for economic modernization
The Council of Ministers, chaired by Prime Minister Dr. Jafar Hassan, approved the updated executive program for the Economic Modernization Vision 2025 during its session on Sunday.
The prime minister emphasized that the updated program builds on previous plans, with modifications and new projects introduced in consultation with the private sector and relevant stakeholders. He noted that the review process identified delays in some initiatives from past years, and efforts will be made to complete feasible projects within 2025, according to Jordan News Agency (Petra).
Hassan stressed that the program is a government commitment to citizens, Parliament, and the media. Its successful implementation requires sincere efforts and collaboration with the private sector, which played a key role in shaping the modernization vision. He reaffirmed the government's responsibility to provide solutions and facilitate the private sector’s role in executing the program.
The prime minister also announced that preparations for the 2026–2029 executive program will begin in the second quarter of this year, with completion expected by summer. The program will be incorporated into the 2026 budget, which the government aims to finalize with Parliament before the end of the year.
He urged ministries to begin capital expenditure allocations without delay, ensuring that projects are executed according to schedule and priorities. He also underscored the importance of consistent commitment to implementation at all levels of the executive branch.
To enhance government performance, the monitoring mechanisms within ministries and the Prime Ministry’s Performance and Achievement Monitoring Unit will continue tracking progress. Monthly reports will be submitted, and quarterly updates on initiatives and projects will be made public to ensure transparency.
“We are accountable for our commitments and answerable to His Majesty the King, Parliament, and the citizens. There is no room for delay or shortcomings,” Hassan stated.
Dr. Ra’fat Dabsan, Director of the Performance and Achievement Monitoring Unit at the Prime Ministry, presented an overview of the key projects for 2025. He noted that by the end of 2025, the first executive phase (2023–2025) of the Economic Modernization Vision will conclude, laying the foundation for future programs from 2026–2029 and 2030–2033.
Projects for 2025 have been linked to clear performance indicators to ensure alignment with the modernization vision’s targets. The government will provide quarterly updates on project progress through the official performance tracking system available at pmdu.gov.jo.
Additionally, the Performance and Achievement Monitoring Unit has been restructured to strengthen its role in overseeing the implementation of economic modernization initiatives. Governance mechanisms for ministry monitoring units have also been refined to ensure timely and high-quality execution of projects.
The government has also published the 2024 executive program progress report on the same website under the general performance reports section.
