Jordan nominates UN ambassador Hmoud for ICJ seat
Jordan has nominated its Permanent Representative to the United Nations, Ambassador Mahmoud Hmoud, for a seat on the International Court of Justice (ICJ) in the elections set for May 27, 2025 – a statement by the Foreign Ministry said today.
Ambassador Hmoud brings over three decades of extensive diplomatic and international legal experience. He served three consecutive terms (2007-2022) on the UN International Law Commission, presiding over the commission in 2021.

From 2018 to 2021, he was Jordan’s ambassador to Singapore before assuming his current role as the kingdom’s UN representative in New York in 2021. He has also served as legal adviser and director of the Legal Department at the Ministry of Foreign Affairs and Expatriates – per the Foreign Ministry.
Throughout his career, Hmoud has represented Jordan in numerous regional and international conferences and negotiations on bilateral and multilateral treaties. He has provided legal counsel to the Jordanian government on foreign policy and international relations and has represented the country in proceedings before the ICJ and the International Criminal Court – the statement said.
Ambassador Hmoud has published extensively on international law and diplomacy. He holds a Master of Laws in international law from George Washington University, a Master of Laws in intellectual property law from Franklin Pierce Law Center (now the University of New Hampshire School of Law), and a Bachelor of Laws from the University of Jordan. He is a recipient of Jordan’s First-Class Order of Independence.
