What will general pardon law include? Expert answers

Legal expert Laith Nasraween stated that the proposed general pardon law, ordered by His Majesty the King on the occasion of the Silver Jubilee, will encompass all categories of offenses, misdemeanors, and violations committed up to a specified date to be determined by the law.

He emphasized that individuals responsible for these offenses will be covered by the law and eligible for general pardon. Nasraween clarified in an interview with Roya that the upcoming general pardon resembles previous ones issued in the past.

He noted that certain crimes of grave severity, such as terrorism, espionage, offenses against national security, moral offenses, and indecent assaults, will not fall under the purview of the law.

Additionally, Nasraween clarified that the law does not pertain to imprisonment decisions issued by enforcement agencies, focusing solely on criminal offenses while excluding human rights and civil litigations. Thus, individuals subject to prison sentences from enforcement agencies are not eligible for the general pardon law.

Furthermore, he underscored that despite the potential dismissal of criminal cases or sentences through this law, it does not nullify civil claims or personal rights. Consequently, individuals benefiting from pardon for criminal offenses remain liable for compensating any damages or civil claims arising from said offenses.

Earlier Wednesday, His Majesty King Abdullah II instructed the government to draft a general pardon law and proceed with its constitutional stages, on the occasion of the Silver Jubilee.

The King stressed the need for the draft law to safeguard public interests, in line with the principles of justice and the rule of law.
