King Abdullah II orders drafting of general pardon law on Silver Jubilee

His Majesty King Abdullah II, on Wednesday, instructed the government to draft a general pardon law and proceed with its constitutional stages, on the occasion of the Silver Jubilee.

The King stressed the need for the draft law to safeguard public interests, in line with the principles of justice and the rule of law.

He expressed hope that the law would ease the burdens on citizens and assist those who have deviated from the right path to correct their course, fostering a culture of positivity, tolerance, and restorative justice.

Moreover, the King underscored that this initiative should serve as an opportunity for those granted amnesty to reintegrate into society with respect for the law and the rights of fellow citizens.

In compliance with the royal directives, the Cabinet, in its session held today, Wednesday, under the chairmanship of Prime Minister Dr. Bisher Al-Khasawneh, approved the explanatory memoranda for the draft General Amnesty Law for the year 2024 and referred it to the Legislation and Opinion Bureau on an urgent basis for discussion and study in the ministerial legal committee, and to be returned before the start of next week to the Council for approval according to the rules and to be sent to the Senate in accordance with constitutional requirements for completion during the current regular session.

During the session, the Prime Minister stated that, in compliance with the royal directives of His Majesty King Abdullah II today, on the occasion of the silver jubilee of His Majesty's assumption of his constitutional powers, the government has commenced the preparation of the draft General Amnesty Law.

Al-Khasawneh affirmed that the draft law considers the public interest, preserves the personal rights of citizens and civil rights, upholds the principles of justice and acts accordingly, and consolidates the rule of law, without conflicting with the requirements of national security and social peace.

He pointed out that the justifications for the draft law take into account the frameworks associated with this royal directive to implement it, and to undergo its constitutional stages during the current regular session of the Senate, with urgency granted to it.

He emphasized that this royal noble gesture provides an opportunity for those who have deviated from the right path to review themselves and their calculations and to follow the right approach accordingly.

Furthermore, he stated that the draft law also establishes principles of reconciliatory justice in general frameworks, without infringing on civil rights or people's civil rights, as well as without any infringement on tax issues, competition law issues, customs issues, or any issues related to public revenue for the treasury in general, away from extremely minor violations or fundamental frameworks, as these are beyond the scope of this directive.
