  • Mohsen Rezaei says Iran's strategy requires the full implementation of commitments by Washington
  • He said that Tehran will maintain its operational leverage over shipping routes rather than step back in anticipation of unfulfilled promises

Secretary of Iran's Supreme National Security Council, Major General Mohsen Rezaei, stated that Tehran will not return to diplomatic negotiations or reopen the Strait of Hormuz until a set of new conditions conveyed to Washington through regional mediators are fully implemented, according to Iranian media.

In an interview with news outlet Drop Site, Rezaei outlined Iran's position on the ongoing maritime and diplomatic impasse, stating that while Tehran is not abandoning diplomacy entirely, it will not return to past frameworks.

"We don't go back to past diplomacy, but we don't abandon diplomacy either," Rezaei said. "We have offered seven new conditions through the mediators; until these conditions are implemented, Iran will neither open the strait nor return to negotiations."

A central element of Tehran's updated posture is a requirement for structural guarantees.

Rezaei stated that Iran is no longer interested in agreements relying solely on "political goodwill."

Under the proposed sequence, Washington must first "fulfill its obligations, it is a path to reopen the Strait of Hormuz and continue diplomacy."

Rezaei added that Iran will not relinquish the operational leverage that brought the opposing side to the table based on verbal or prospective assurances.
