An investigation reveals the role of European trade in facilitating exports from ‘Israeli’ settlements in occupied Palestinian territories and the Syrian Golan Heights through widespread mislabelling practices.

The findings, compiled by Global Echo, analysed more than 30,000 export documents covering shipments between October 2017 and February 2026.

The investigation says fruit and vegetable products grown in settlements are routinely declared as originating in ‘Israel’ when exported to Europe.

It found that about one in six shipments to Europe, and nearly one in five to the European Union, contained goods from settlements recorded under ‘Israeli’ export classifications.

Michael Lynk, a Canadian legal scholar and former UN Special Rapporteur on Palestine, described the practice as “systematic concealment,” saying settlement products are obscured through administrative procedures that erase their geographic origin.

The investigation says this classification allows exporters to benefit from reduced or zero tariffs reserved for goods originating in ‘Israel’, which may help sustain settlement infrastructure.

Global Echo says European customs authorities are failing to adequately address the issue and plans to pursue legal action to enforce stricter compliance on import labelling rules.
