In the document, Allen laid out a strict hierarchy of intended victims, focusing his hostility almost entirely on the executive branch.

Allen explicitly categorized other armed personnel and civilians as non-targets. "In order to minimize casualties I will also be using buckshot rather than slugs (less penetration through walls)," he wrote.
