The ‘Israel’ Prison Service has begun preparations to carry out death sentences against Palestinian detainees, according to a report aired Sunday by Channel 13 in ‘Israel’.

The broadcaster said the preparations follow the first reading passage in the Knesset of a bill allowing the death penalty for Palestinians accused of carrying out or planning attacks.

Execution facilities and procedures

According to the report, the prison service plan includes building a dedicated execution compound, drafting detailed procedures, and training staff. Officials are also studying the experience of countries that currently apply capital punishment.

The proposed execution site is described internally as the “Israeli Green Corridor”, a separate and secured complex designated specifically for carrying out death sentences.

Channel thirteen reported that executions would be carried out by hanging. Three prison guards would simultaneously press an activation button, with participation limited to volunteers who would receive specialized training.

Timeline and scope

Sources cited by the channel said executions would take place within ninety days of a final court ruling.

The law would initially be applied to elite members of Hamas accused of involvement in the October 7 events, It would later be expanded to include Palestinian detainees convicted of carrying out serious attacks in the West Bank.

As part of the preparations, a delegation from the ‘Israel’ Prison Service is expected to travel to an East Asian country to study the legal and administrative aspects of implementing the death penalty.

International criticism

In recent days, twelve United Nations experts urged ‘Israel’ to withdraw the proposed death penalty law for what it terms “terrorist acts,” saying ‘Israel’’s military legal system in the occupied territories violates international law.

The experts warned that the draft law allows the death penalty in the West Bank for acts resulting in death even if there was no intent to kill. They said the measure violates the right to life and constitutes discrimination against Palestinians.

Under the proposed law, any person who causes the death of an ‘Israeli’, intentionally or unintentionally, for reasons linked to racism or hostility toward a group, and with the aim of harming ‘Israel’ and the Jewish people, would face the death penalty.

Human rights groups note that under this framework, a Palestinian could be sentenced to death for killing an ‘Israeli’, while an ‘Israeli’ could not, under any circumstances, receive the same punishment for killing a Palestinian.
