Speaking after a signing ceremony, Trump’s son-in-law Jared Kushner said he had shared images and policy outlines showing what “we imagine Gaza will look like” under a proposed post-war framework he described as the “Board of Peace.”

According to Kushner, the plan entails establishing “one legitimate civilian transitional authority” to govern Gaza. He said this would begin with a New Civilian Authority for Gaza and later transition to the Palestinian Authority once it completes reforms.

Kushner said the framework is built on the principle of “one authority, one law, one weapon,” meaning that all weapons would be authorized by a single civilian authority. He said the plan calls for a “monopoly on force,” requiring all militant groups, internal security bodies, and police organizations to be dismantled or integrated following what he described as rigorous vetting.

He said the process would be “Palestinian-led” but “internationally verified,” and would include the destruction of heavy weapons, tunnels, military infrastructure, weapons production facilities, and munitions.

Kushner said heavy weapons would be decommissioned immediately, while personal arms would be registered and phased out by sector as the new authority’s police become capable of guaranteeing personal security. He said the intended end state is that only authority-sanctioned personnel would be allowed to carry weapons.

He added that the plan explicitly links reconstruction to disarmament, saying investment would be unlocked only in sectors that achieve full demilitarization. Kushner said the framework also includes incentives for disarmament, including amnesty, reintegration, or safe passage.

According to Kushner, implementation would follow a phased and independently verified process, leading to what he described as a calibrated withdrawal of Israeli Occupation Forces to a security perimeter. He said full Gaza-wide demilitarization would enable a complete withdrawal to that perimeter.

Kushner said Arab countries have built cities “like this” within three years and added that planners are examining global education models and systems to draw from. He stressed, however, that “governance remains a key issue” in any future arrangement for Gaza.
