Jordan introduces fees on ‘CliQ’ transfers for merchants, businesses

Banks and financial institutions in Jordan began applying a new fee structure yesterday, Wednesday, October 1, on financial transfers made through the “CliQ” instant payment system, targeting specific categories of users.

Jordan Payment and Clearing Company (JoPACC), which operates the system, confirmed that the new fees will apply exclusively to merchant, corporate, and business accounts. Transfers between individual users will remain free of charge.

How the New Fee Structure Works

Maha Bahou, CEO of JoPACC, explained that the new fee mechanism will not be based on a percentage of the transfer amount. Instead, it will take the form of a fixed fee that varies according to the size of the transaction and falls within specific financial tiers. Each bank or financial service provider will have the discretion to set the exact fee amount in line with its internal policies.

Bahou emphasized that the company, whether acting as the sender or receiver of the transfer, will bear the cost of the fee. She assured users that the Central Bank of Jordan will closely monitor the fees set by banks and will intervene if excessive charges are detected, to ensure users are not exploited.

Ensuring Proper Use and Service Sustainability

According to JoPACC, this step aims to regulate the use of the system in line with the commercial nature and large transaction volumes typical of businesses. It also seeks to ensure the long-term sustainability and future development of the service.

As part of this effort, the usage guidelines for CliQ were recently updated to directly link the system’s use to the type of beneficiary, whether merchant, company, or individual, to enhance transparency and compliance with regulatory requirements.

Banks will be responsible for monitoring user accounts to ensure full adherence to Central Bank regulations and to prevent misuse of the system beyond its intended purposes. It is worth noting that the maximum limit for a single transfer through CliQ remains 10,000 Jordanian dinars.

Rapid Growth in “CliQ” Usage

This development comes as the CliQ system continues to experience strong and sustained growth. According to JoPACC’s latest statistics, the total value of transactions processed through the system from the beginning of the year until the end of August 2025 reached 12.64 billion Jordanian dinars, executed through 101.73 million transactions.

The total number of CliQ users in Jordan has also risen to 1.96 million, reflecting the growing trust in and reliance on instant payment solutions across the Kingdom.
