  • 'Israel’s' dual-use list restricts items deemed capable of military application
  • Aid organizations previously reported green sleeping bags being denied entry due to military associations

An inquiry by journalist Abeer Ayoub with Gazan e-commerce intermediaries revealed that local agents are turning down orders for green clothing, pointing to security guidelines enforced at border crossings.

In a video posted online the journalist showed an exchange over chat with a Gazan broker who facilitates orders from e-commerce platforms via the West Bank, the agent stated that green dresses and items of that color cannot be brought into Gaza.

The restriction stems from’Israeli’ policies on "dual-use" goods, established in 2007, which restrict items that could serve dual civilian and military purposes.

While ‘Israel's’ official dual-use list contains 61 specific categories for Gaza, including chemicals, construction materials, and vehicle spare parts.

Humanitarian agencies have faced similar restrictions in the past. According to a report cited in the video, international aid groups previously had shipments of sleeping bags turned back at border crossings solely because they were green. Broader import guidelines also restrict civilian clothing with military-style features, such as cargo pants with side pockets.
