Macron: French Navy intercepts sanctioned Russian oil tanker in Atlantic

In a major escalation against Moscow's sanctions-evasion network, the French Navy intercepted the Tagor, a sanctioned Russian shadow fleet tanker, in international waters on Monday.

French President Emmanuel Macron announced the high-seas operation on June 1, marking one of the most significant direct interventions taken by a Western military force against Russia's illicit energy shipping lines.

Targeting Russia's war chest

The Tagor has been actively transporting Russian crude oil and petroleum products to sustain the Kremlin's economy.

According to Ukraine's military intelligence database of shadow fleet vessels, the tanker is under strict sanctions levied by the European Union, the United Kingdom, and Ukraine.

President Macron confirmed the vessel had departed from Russia before being intercepted.

"It is unacceptable for ships to circumvent international sanctions, violate the law of the sea, and fund the war that Russia has been waging against Ukraine for more than four years." - French President Emmanuel Macron via X.

The operation was executed by the French Navy in the Atlantic Ocean with tactical support from allied countries, including the United Kingdom.

Tightening net on shadow fleet

Moscow has heavily relied on its aging shadow fleet since launching its full-scale invasion of Ukraine in 2022.

The network operates through shell companies, opaque ownership structures, and constantly changing flags to bypass Western energy restrictions.

In addition to funding the war, these aging tankers are heavily criticized for violating elementary maritime navigation rules, posing severe safety and environmental threats.

The high-seas interception is part of an increasingly aggressive campaign by Paris to disrupt Russia's maritime smuggling networks.

The French military previously intercepted shadow fleet vessels within its territorial waters in September 2025 and again in January.

Ukraine has strongly welcomed the French operations.

Officials in Kyiv have repeatedly urged European allies to update maritime legislation to allow for the permanent seizure of shadow fleet vessels and the repurposing of their oil cargo to fund European security.
