 In a new political approach blending steadfast principles with tactical flexibility, Khaled Mashal, head of Hamas’ political bureau abroad, outlined the movement’s stance on its sensitive weapons file. He firmly rejected disarmament under occupation, describing it as an attempt to strip Palestinians of their strength and facilitate their elimination.

Guarantees Approach: Weapons Hidden, Not Displayed

Speaking at the 17th Al Jazeera Forum, Mashal acknowledged the logic of creating a “safe environment” that allows Gaza’s reconstruction and humanitarian aid to proceed without reigniting war.

To achieve this without Israeli leverage, he proposed a “guarantees approach” via intermediaries. The principle, he explained, is that Hamas seeks assurances that war between Gaza and Israel will not resume. “How do you hide these weapons, preserve them, not use them, and not display them?” Mashal said, emphasizing the possibility of neutralizing security pretexts while retaining defensive capacity.

Long-Term Ceasefire: 'Israel' as the Source of Danger

Mashal highlighted that Hamas has previously suggested a “long-term ceasefire” to demonstrate to the world that the threat comes from 'Israel', not Gaza, which the West pressures to disarm. He described demands to strip Palestinians under occupation of their weapons as akin to “removing the soul” and impossible to accept.

Relying on US Pragmatism

On the international front, Mashal expressed confidence in Hamas’ ability to convince the US administration of its new weapons approach. He cited the “pragmatic American mindset”, focused on practical solutions, as a factor that could push Washington to promote this vision to Israel. Mashal concluded that intermediaries are currently discussing the approach with US officials.
