Washington plans to enter discussions with Hamas over disarmament and potential amnesty, according to US officials cited by Reuters early Thursday.

Phase two of Gaza plan

US envoy Steve Witkoff announced the start of the second phase of President Donald Trump’s 20-point plan to end the 'Israeli' war on Gaza. The plan shifts from a ceasefire to full disarmament, the establishment of a technocratic Palestinian administration, and reconstruction.

The new body, named the National Committee for Gaza Administration, will oversee complete disarmament. US officials said Hamas is expected to fully comply with obligations, including the immediate release of the last 'Israeli' captive.

Officials told Reuters that Washington will discuss with ‘Israel’ the details of an amnesty program for Hamas and announce Gaza-related decisions at the Davos conference. They also said further information on an international stability force in Gaza will be released within two weeks. Invitations for a Gaza Peace Council have already been sent, with Trump personally selecting its members.

Regional reactions

Al Jazeera reported that Qatar welcomed the launch of the second phase, emphasizing the need for full implementation of the ceasefire, unhindered humanitarian access, and immediate reconstruction.

A joint statement from Qatar, Egypt, and Turkey praised the formation of the technocratic committee led by Ali Shaath as a major step toward stabilizing Gaza and improving humanitarian conditions.

Hamas media advisor Taher Al-Nunu told Al Jazeera that the group welcomes the committee and is working with mediators to reopen crossings and deliver aid. He accused ‘Israel’ of attempting to evade the ceasefire agreement.

The ceasefire followed a two-year war launched by ‘Israel’ in October 2023, which killed more than 70,000 martyrs, mostly women and children, destroyed residential neighborhoods, and caused mass displacement.
