An 'Israeli' security official, speaking anonymously, said the driver was a 17-year-old Palestinian, while the second casualty was a 55-year-old bystander. Palestinian state media identified him as Ziad Naim Abu Dawood, a municipal street cleaner who was killed while working. The Palestinian health ministry named the teenager as Ahmed Khalil Al-Rajabi.

The two back-to-back killings add to an escalating pattern of violence across the West Bank, where 'Israeli' forces have intensified raids and imposed new movement restrictions throughout the year. Human rights groups have also documented a surge in settler attacks against Palestinian communities, often carried out under army protection.

According to Palestinian health authorities, 51 Palestinian minors have been killed by 'Israeli' forces in the West Bank since January alone.
