  • Luxembourg tops the mid-2025 Quality of Life Index, with Oman breaking into the top five globally.
  • European countries dominate the list, but Oman is the only non-European nation in the top ten.

The mid-2025 Quality of Life Index, compiled by NUMBEO, has revealed the countries where citizens enjoy the best living standards. The index, which assessed 89 nations, highlighted notable trends, particularly among Arab countries.

Luxembourg leads the ranking, benefiting from one of the highest average per capita incomes in the world. Switzerland, with the highest average monthly salary globally after Luxembourg, ranked fifth in the Quality of Life Index.

Oman achieves a breakthrough

A standout result is the breakthrough achieved by Oman, which claimed fourth place worldwide, surpassing Switzerland and matching Denmark, which holds third place.

Experts attribute Oman’s strong showing to factors beyond income, including lower cost of living, scenic landscapes, and government investment in infrastructure, public services, and healthcare. Oman is the only country from outside Europe to make it into the top ten.

High income does not always equal high quality of life

The index notes that high income alone does not guarantee top rankings. Factors such as health, education, cost of living, and purchasing power play critical roles. For example, Switzerland’s high salaries are offset by a higher cost of living, which affects its overall score.

Following Luxembourg, the top ten is dominated by European nations, including the Netherlands and Denmark in second and third places, and Finland, Norway, Iceland, Austria, and Germany completing the top ten. These countries benefit from advantages such as free education systems and high-quality healthcare services.
