The annual statistical report for 2019 issued by the Criminal Information Department in Jordan confirmed that male and female foreigners committed a total of 3,019 crimes in 2019, an increase of 3.1% compared to 2018, where 2,927 crimes were reported.

In 2019, foreigners committed 771 criminal crimes, a decrease of 8% compared to 2018, and 2,248 misdemeanors, an increase of 7.6% compared to 2018. In addition, foreigners committed 1,527 drug-related crimes, including 171 drug trafficking crimes, 1,356 drug possession and use crimes during 2019, a decrease of 1.1% compared to 2018.

According to a report issued by the Sisterhood is Global Institute (SIGI), foreigners committed 130 crimes aginst human, 36 crimes against the public trust, 2,132 money-related crimes, 221 crimes against public administration, 113 crimes that posed a threat to public safety, 289 crimes against public morals, and 98 other crimes.

The report indicated that crimes against morals and public decency constituted 9.5% of the total crimes committed by foreigners, while the money-related crimes had the highest percentage of 70.6%. Foreigners committed 11.4% of the total crimes in Jordan in 2019, amounting to 26,521 crimes.

It added that among the crimes committed by foreigners that witnessed a decrease in 2019 compared to 2018 are the attempted murder (19 crimes with a decrease of 13.6%), intentional killing (two crimes with a decrease of 77.8%), and a crime of serious harm (90 crimes with a decrease of 3.2%), criminal forgery (21 crimes with a decrease of 27.6%), abortion (two crimes with a decrease of 66.7%), and adultery (32 crimes with a decrease of 15.8%).

The report showed that among the crimes committed by foreigners that witnessed a rise are premeditated murders (9 crimes with an increase of 350%), counterfeit (15 crimes with an increase of 25%), criminal robbery (1,340 crimes with a rise of 16.9%), bribery (47 crimes with a rise of 6.8%), rape (45 crimes with a rise of 104.6%), kidnapping (24 crimes with a rise of 20%), and assault (160 crimes with a rise of 6%).

"When comparing the total number of crimes committed in 2019 to the crimes committed by foreigners in the same year, we found that foreigners committed 45 out of 172 rape crimes or 26.1%, 160 indecent assault crimes out of 1,013 crimes or 15.8%, 24 out of 180 kidnapping or 13.3%, two out of 13 abortions or 15.4%, and 26 out of 116 suicide or 22.4%," according to SIGI. 

It emphasizes that classifying the perpetrators (juveniles, minors, and foreigners) is a classification followed by the Criminal Information Department and does not in any way involve incitement, hatred, or discrimination against them. The published report did not mention the gender of the perpetrators or the victims and their nationalities.
