The Palestinian President, Mahmoud Abbas, is expected to address the United Nations Security Council (UNSC) at 5:00 pm on Tuesday, February 20, 2018, to propose his initiative for a Palestinian peace plan, according to the Palestinian Foreign Minister, Riad Malki.

Malki told the Voice of Palestine local radio that Abbas’ speech will propose ideas to counter US “aggression”, according to Wafa. He will oppose Trump’s Jerusalem decision, as well as the close of the Palestinian delegation office in Washington and cut of funds to UNRWA, the UN Palestinian refugees agency.

Abbas will also discuss Israeli oppressive practices in the occupied Palestinian territories including settlements and discriminatory laws issued by the Israeli right-wing dominating government and parliament.

A new Palestinian peace plan will be issued calling for an international conference to come up with terms of reference for negotiations over the two-state solution based on the establishment of a Palestinian independent state on the 1967 borders with East Jerusalem its capital.

Earlier in February 17, 2018, the Executive Committee of the Palestine Liberation Organization (PLO) issued a statement that proposes several decisions will be implemented by the PLO against Israel in the UNSC, the General Assembly and the International Criminal Court (ICC) during the UNSC monthly meeting on the Middle East.

The PLO said they will suspend the recognition of the State of Israel until the latter recognises the State of Palestine with its 1967 borders, repeals the decision to annex East Jerusalem and halts settlement activities. The Executive Committee also said they will begin devising plans to disengage from the Israeli occupation authorities at the political, security, economic and administrative level.

The plan will also define security relations between the Palestinians and Israel as it will seek to free the Palestinians from the constraints of the Paris Economic Protocol- which was incorporated with minor amendments into the Oslo Accord in 1995.
